Local-SEO franchises and directories sell volume: hundreds of small-business accounts on standardised playbooks. And the churn tier, $99–$499/month operations, sells reporting theatre to businesses that cannot yet tell the difference.
Geography stopped mattering years ago. A New York address adds credibility and cost; delivery quality correlates with the delivery team, which for many US agencies sits offshore regardless of the letterhead. Ask where the work happens, not where the office is.

Treat them as directories, not verdicts. The agencies best at collecting badges are the ones with the biggest marketing budgets, a different skill from ranking clients.
